Health Research, Inc. effectively evaluates, solicits, and administers external sponsored program funding to financially support projects, programs, and research for the New York State Department of Health.
In this capacity, Health Research, Inc. desires to execute and enter into a consultant agreement for the services of a Project Manager Level 3 for the period 04/20/2026 – 07/31/2026 with a strong possibility for extension. Compensation Details:
Not to exceed $83/hour
Scope of Work: This project is to develop and implement an integrated Healthcare Associated Infections monitoring and management system to ensure the DOH’s flexibility, effectiveness and timeliness for ongoing surveillance and responding to and managing outbreaks.
The Project Manager will provide coordination of enterprise and infrastructure improvement activities, user authentication, authorization and support for applications, and provide project management support throughout the software development lifecycle, managing schedules, tasks, and stakeholders as needed to deliver implementations on time.
Mandatory Qualifications:
- This position requires at least a bachelor’s degree in Computer Engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response.
- 6 years’ acting as a project manager for complex application development projects throughout the entire Software Development Life Cycle (SDLC).
- 6 years’ experience managing complex infrastructure IT projects including all project phases: project origination, initiation, planning, execution, monitoring, and closeout.
- Candidate must be legally authorized to work in the United States.
Preferred Qualifications
- 6 years’ experience in facilitating and managing communication across both technical and non-technical stakeholder groups including executive-level sponsors.
- 6 years’ experience using project management tools, MS Project in documenting all phases of a project, work breakdown structure, risks, issues, execution /implementation, quality control and project closeout.
- 6 years’ experience in business process analysis and related documentation, including requirements gathering, use case documentation, workflow diagramming.
- 6 years’ experience working in the Public Sector on projects utilizing sensitive data, within the Health Care industry where HIPAA and Protected Health Information (PHI) regulations exist.
- Project Management Professional (PMP) Certification
