Health Research, Inc. effectively evaluates, solicits, and administers external sponsored program funding to financially support projects, programs, and research for the New York State Department of Health.

In this capacity, Health Research, Inc. desires to execute and enter into a consultant agreement for the services of a Software Architect (Level 3) for the period 06/01/2025 – 05/31/2026. All contracts and billing will be executed through Health Research, Inc. directly. Should your company be interested in pursuing this opportunity, please read further.

***The consultant must be willing to report to work onsite in Menands NY.  Do not submit candidates who require remote work or who will not report onsite as needed.  You must vet candidates for this qualification and their willingness to move promptly if not within commuting distance.  This is non-negotiable.**** 

Compensation Details:

Not to exceed $96/hour

Scope of Work: The Software Architect Level 3 will support the enhancements of the ServNY by performing redesign activities.  The Software Architect Level 3 will coordinate and architect all enhancement requests to integrate with system current design to allow for rapid Agile implementation.  The Software Architect Level 3 guides a development team to analyze, design and program complex projects including coordinating activities on multiple aspects of the project, assuring quality control, and providing technical guidance to project teams, as well as interfacing with business owners and project management staff.  The Software Architect Level 3 will review business requirements documentation with project team to clarify for technical design, guide systems and program design to meet highly complex business needs, preparation of detailed technical specifications from which programs are developed, and creation of appropriate documentation in work assignments such as program code and technical documentation.  The Software Architect Level 3 will prepare development time estimates and justifications for assigned tasks and provide recommendations to project manager, coordinate development activities, selects technologies, design testing plans, assure quality control and effective change control and provide technical guidance to project teams.  The Software Architect Level 3 will consult with the software development team in coding, testing, debugging, implementing, and documenting highly complex programs, and developing complex test plans to verify logic programs; develop and maintain release management process including planning, tracking, communication, and coordination of technical tasks associated with release; and support project personnel in resolving complex program problems. The Software Architect Level 3 will serve as technical project lead, providing guidance to less experienced technical personnel, as well as identify, track, and resolve issues, recommend changes and provide supporting documentation.

Mandatory Qualifications:

  • This position requires at least a bachelor’s degree in Computer Engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response.
  • 6 years’ experience development in medium to large-scale technical projects and assuring deliverables and project scope are met and well documented.
  • 6 years’ experience in REST API design and implementation (API security best practices, authentication, and authorization mechanism)
  • Candidate must be legally authorized to work in the United States.

Preferred Qualifications

  • 6 years’ experience in designing/architecting, implementing, testing, and deployment of Web Applications (Single Page front end applications, REST backends, MVC.)
  • 6 years’ experience with relational and NoSQL database platforms
  • 6 years’ experience with proficiency in Spring and Spring Boot frameworks for efficient back-end development.
  • 6 years’ experience in developing cloud-native and hybrid applications using serverless platforms (e.g., AWS or GCP)
  • 6 years’ experience with proficiency in application development with Angular UI Frameworks.
