On September 19, 2025, President Trump signed a Proclamation, “Restriction on Entry of Certain Nonimmigrant Workers,” which went into effect at 12:01 a.m. on September 21, 2025. The restriction is currently set to remain in place for 12 months unless extended.
While current written guidance and memoranda (e.g., H-1B FAQ, USCIS Proclamation Memo) appear permissive about travel to and from the United States, HRI’s outside legal counsel has advised that international travel may be risky. We recommend that H-1B employees avoid non-essential international travel.
Please note, HRI will continue to allow sponsorship for Research Affiliate and Research Scientist titles only. We are including the following updated language in our postings for Research Scientist and Research Affiliate positions: “Visa sponsorship may be available for this position, in accordance with applicable federal requirements.”
HRI will continue to closely monitor developments, assess the potential implications on HRI and its employees, and communicate relevant information.
