Health Research, Inc. effectively evaluates, solicits, and administers external sponsored program funding to financially support projects, programs, and research for the New York State Department of Health.
In this capacity, Health Research, Inc. desires to execute and enter into a consultant agreement for the services of a Level 3 Project Manager for the period of 04/14/2025 – 07/31/2026. All contracts and billing will be executed through Health Research, Inc. directly.
***The consultant must be willing to report to work onsite in Albany NY. Do not submit candidates who require remote work or who will not report onsite as needed. You must vet candidates for this qualification and their willingness to move promptly if not within commuting distance. This is non-negotiable. ****
Compensation Details: Not to exceed $89/hour
Scope of Work:
The incumbent will serve as the DOH project manager for implementation of modifications to the current Electronic Disease Surveillance System (EDSS). This includes: (a) developing proficiency with the current Communicable Disease Electronic Surveillance System (EDSS) and related data; (b) soliciting requirements to identify necessary changes to the current EDSS; (c) documenting feedback from program and Local Health Departments (LHDs); (d) documenting and tracking progress in implementing the required changes, and (e) other applicable tasks. The incumbent must create appropriate documentation of code repositories and technical design documents, release management process including technical steps to promote, test and release through the development environment, coordinating with EDSS Manager and infrastructure staff.
Mandatory Qualifications:
- This position requires a bachelor’s degree from an accredited institution in a related discipline. A copy of the degree must be submitted with the Candidate Proposal Response.
- 6 years’ experience in project management
- 6 years’ experience in Electronic Communicable Disease Surveillance Systems
- 6 years’ experience in implementing large scale systems modifications or implementation of systems projects
- 6 years’ experience eliciting, documenting and managing requirements for system modifications
- 6 years’ experience in SQL
- Candidate must be legally authorized to work in the United States.
Preferred Qualifications
- 6 years’ experience in project management certified by Project Management Institute (PMI)
- 6 years’ experience with Object Oriented Development methodology and design from specifications expressed by use cases, class diagrams, interaction diagrams and sequence diagrams.
- 6 years’ experience with redesigns focusing on improving user experience and user interfaces
